     [Note: Republic of Bosnia-Herzegovna shall be most often simply called: 
    Bosnia (a short form) in this text;  Bosnia has been legally recognized by 
    more than 90 governemnts, European Community, United Nations, etc. 
    during 1992.  USA recognized Bosnia on April 7, 1992.; United Nations 
    made it a full member state on May 22, 1992.  Its major agressor, rump 
    Yugoslavia, has not been recognized as a UN member state. ]
    
    The Forum for Bosnian Refugees USA joined us (Bosnian Congress USA) 
    to try to clear the fog that Izetbegovic is now once again spreading with his
    infamous rhetoric about terms and definitions regarding the Dayton plan's
    future for Bosnia  [Dayton plan/documents were written by Clinton 
    Administration and signed by Izetbegovic-Silajdjic-Sacirbey on behalf of 
    the State/Presidency of the Republic of Bosnia-Herzegovina.]
    
    We have only a number of e-mail links in Bosnia for this task; all of the 
    resources of the UN, OSCE, NATO, US, European diplomats, and even 
    the President of Bosnia himself are at work against Bosnia Constitution. 
    
    It is a fact that the division of Bosnia, and the creation of new states within 
    it, must be a formal legal process agreed to by the victim state itself.  It is a 
    fact of international law that all Bosnians who declare themselves citizens 
    of Bosnia (census 1991) are the only one legal subjects who can legally sign 
    for the termination of Bosnia, in its constitutional form, as it existed before 
    the aggression, and as it has been recognized by the international community 
    during 1992.
    
    
    This is what is behind the thoughts and actions of diplomats like Warren
    Christopher and Karl Bildt. The terms they use - "entities in Bosnia", 
    "peace", "economic help,"  etc. - are simply part of the information blockade 
    imposed on the victim state, a state expected to sign its own death sentence 
    on its future in the September 1996 elections after four years of use of force 
    against them to do so.  But such terms are not part of the real agenda of the 
    elections.  These terms, together with the somewhat wider territory around 
    Sarajevo, are given to Bosnian citizens in exchange for much more important 
    merchandise: the loyalty of Bosnian citizens to the Bosnian Constitution. 
    Ironically, this is but their signature to Karadjic's project as stated in Dayton's 
    "legal" framework.  [Note: Radovan Karadzic is the leader of the Bosnian 
    Serb aggressor, internationally declared war criminal and perpetrator of 
    genocide.]
    
    
    Insisting on Karadjic's removal from power is simply a "snow job" -- a way 
    for his project to become legal and exculpable of war crimes. To punish acts 
    of genocide, to side with victims and uphold their legal rights, and to "bring 
    the guilty before the court", is all contradictory to the Dayton project, a 
    project that provides the "legal" justification of their war goal - to build a 
    state on the collective graves of innocent people. This contradiction is at the 
    center of interest in Bosnia.
    
    More importantly, those who uphold the Dayton agreement now use 
    various methods to prepare Bosnians for the big loss to come.  Those methods 
    include:
    
    -- Building a Statelet/ghetto called "Bosnia" based on terminology that is 
    not legal (i.e., "entities") within the territory of rendered Republic. Bosnians 
    are expected to sign away their state, a state once recognized by the west, in 
    favor of "entities" that do not feature in a single UN document at all.
      
    -- Letting the Serb Republic (formed in Dayton documents) exchange food, 
    water, and electricity with Bosnia-Herzegovina to obtain internationally 
    valid papers legalizing its existence. This goal was clear in the Dayton 
    agreement and simply serves to blockade and blackmail Sarajevo (as a 
    capital with a Parliament, media and a University) so as to exchange the 
    internationally recognized (1992) statehood papers of the Republic for the 
    aforementioned (basic human survival) commodities.
      
    -- Providing for the illegal "facts on the ground" to become the facts of law. 
    Now NATO and the US Administration of Bill Clinton give the "Bosnian 
    Serbs" that which Karadjic/Mladic/Milosevic failed to do in Bosnia after 
    facing a resistance sufficient enough for Bosnia to survive. That resistance 
    was un-planed as well as emerge of Bosnian Army - discipline, civilized  
    multiethnic but dangerous negation to expected " Yugoslav Army "victory"
    against amorphous mass of "Muslims whose heads are cheap at international 
    political market, anyway"   
    
    [Note:  It is deliberately disregarded by "the West" that there were hundreds 
    of thousands of Bosnian Serbs (and Croats) loyal to the civic Republic and 
    its legitimate government at the outset of the aggression.  Only followers of 
    Serb ultra-nationalistic leaders are mentioned and called summarily "Bosnian 
    Serbs".]
      
    -- Neutralizing the Constitution of the victim state by negotiating it instead 
    of confronting aggression. The aggression, together with war crimes, need to 
    be judged in front of the World Court, the proper place for international 
    disagreements. But this course of action was avoided by redefining aggression 
    as civil war, the Bosnian government as Muslim government, and the Bosnian
    Army as Muslim Army.  Boutros Boutros Ghali's UN aided in this 
    sidestepping by redefining a political problem of war as a "humanitarian 
    problem", and so illegally excluded Bosnia (the UN member state) from the 
    POLITICAL and LEGAL protection of the UN Charter. 
      
    [Note: Amongst other acts of war against UN member state, UN/NATO held
    a totally illegitimate and immoral arms embargo against the army and police
    (even the firefighters!) of the UN member state during the entire duration of 
    mass murder of its loyal citizens.  UN/NATO sea-air-land blockade of the 
    Bosnian Army and Police Force is an act of war by basic teachings in any 
    military academy– by definition and by default. ]
    
    -- Separating the war crimes trials from the political problems the war pose 
    is a strategy that can be viewed as the "inefficiency of international community". 
    This only boosts Mladic and Karadjic's morale, both of whom talk about the 
    sovereignty of the Serb Republic. This is a clear sign of outside support and 
    the real meaning of the Dayton documents. Rhetoric about the how the 
    "important parts" of the Dayton documents are being adhered to, such as 
    how NATO troops are on guard inside (not outside!) Bosnia's borders, is 
    meant to show how the project is a success. Meanwhile, the return of 
    refugees to their homes has become the least important part of the 
    agreement. Every agreement should be considered terminated if any part of 
    it is not competed.
      
    -- Blocking from any action and free speech all the (potential) critics who 
    might notice that NATO, UN, OSCE, Richard Holbrook, Warren 
    Christopher, Karl Bildt, and the US in fact are NOT inefficient but EFFICIENT 
    in their completion of a job.  This gag order is in direct alliance with the 
    Greater Serbia AND Greater Croatia project.  Such "inefficiency" silences 
    the opposition parties, legal action of the Bosnian High Court in Sarajevo, 
    prevents return of refugees to their homes, chokes the freedom of press, etc.
    
    -- Confronting questions having to do with the (one and the only legitimate)
    Constitution of 1974/1991, with answers from the Dayton documents. This is 
    done regardless of the fact that all "peace" agreements, including the Dayton 
    agreement, are irrelevant constitutional topics. Bosnians will end up accepting
    the Dayton agreement (and its even more eroded form) as a substitution for 
    their last (and the only) legal Constitution due to this "exchange of 
    Constitutions"that businessman Holbrook sold to Americans as an "peace agrement".
    
    -- Hiding the fact that the subject of Dayton (talks behind the closed doors)
    was Bosnia's Constitution by calling it a "peace agreement" even though it 
    formally establishes two new states (and Constitutions).  
    (Legislative, Judicial and Executive powers in a territory make 
    for a state and not an entity - term from Dayton document). Also, the 
    predicted Presidency and Parliament in UNION of states has nothing to do with 
    institutions of state, since UNION is NOT a state but only UNION of states.  
    The way this UNION is formulated in Dayton, and further redefined during 1996, 
    it is not even a UNION but merely a vehicle, a temporary legalistic step, 
    towards "legal" destruction of the Republic and its citizens.  It is actually 
    a prelude to formation and international recognition of Greater Serbia and 
    Greater Croatia.  De facto it is already so – now we are only helplessly 
    observing motions to make it a de jure "new reality".  
      
    -- Hiding the fact that these elections are more than a voting 
    they are proclaimed to be.  By the Dayton agreement, these elections are 
    a plebiscite referendum about the last legal Constitution vs. the Dayton 
    "constitution", although this choice cannot be the subject of a peace 
    agreement. These elections are also a Plebiscite that will neutralize the 
    internationally sponsored, monitored and approved March 1, 1992 
    Plebiscite.  After the March 1, 1992 vote, the formal recognition of the 
    Republic became obligatory even for Russia or Greece, later widely 
    described  to the USA public as the "Serb allies who must be respected" 
    in discusions about Bosnian's right do defend themselvs.
      
    -- Influencing election results by forcing all parties in the election
    campaign to comply with the demands of the Dayton agreement - the new
    "Constitution" that has yet to be voted on. OSCE also violates Bosnian
    election laws by judging the behavior of Bosnian political parties; OSCE
    makes those interventions not in accordance with the actual Constitution 
    but with Dayton's constitutional principles, again a code that has yet to be 
    voted on and so is powerless.  
      
    -- OSCE and the international political structures behind this body 
    (though it alone should be the only mediator) are dictating all elements of 
    the election campaign in favor of those parties already supporting the
    division of Bosnia. The recent complaint, in which OSCE is only
    "protesting" against the violation of refugees' rights to free movement,
    also contains strict proposals that harm opposition parties which are 
    clearly supporting an integral Bosnia. On August 26th, it published a list of
    hundreds of opposition candidates who are not allowed to feature on the
    ballots because they failed to prove that they were citizens of Bosnia
    back in 1991.  Among those banned was Dr. Ivo Komsic - a Croat member 
    of the Presidency in 1991; Bogic Bogicevic - a Bosnian Serb representative 
    of Bosnia in the Yugoslavian presidency; and Professor Dr. Zlatko 
    Lagumdjija - Deputy Prime Minister at the beginning of the war. These 
    politicians, elected officials, are serious opponents of ethnic division 
    and are leaders of major parties. With a coalition, they are threatening 
    to defeat Izetbegovic and dismantle the idea that ethnic territories can 
    become states within Bosnia, or that three sovereign peoples (protected 
    by the Bosnian Constitution) can form sovereign states through the use 
    of genocide.
      
    
    
    This theses discussing "conspiracy" are unpopular and hardly acceptable if
    one is unaware of, or has forgotten, the efforts of the UN and Europe to
    redefine all elements of the Bosnian war over the last five years. There is 
    no space or time here for such elaboration, but let us remind you of some
    methods, facts and concepts that enable observers to expect Bosnians to
    vote for Karadjic's Plan:
      
    Bosnia was recognized not out of love for Bosnia or Bosnians but out of
    necessity considering that the independence of the states within the
    Yugoslav federation (SFRY) was legal since Yugoslavia consisted of 
    six states (six different constitutions and parliaments). Tudjman and 
    Milosevic required that, for Bosnia to be divided, three "entities" be 
    FABRICATED inside Bosnia in order to justify the legality of its internal 
    division – to make it as legal as in case of Yugoslavia.
      
    It was known that in the Bosnian government there was one man who, 
    if supported, could supply the necessary signatures for that plan.
    Alija Izetbegovic was that man, and he gave four major signatures 
    countering the Bosnian Constitution that he was sworn in to uphold.  His 
    major signatures towards that unconstitutional and destructive goal were: 
    Lisbon 1992, Geneva 1993, Washington 1994, Dayton 1995.  Izetbegovic 
    was always misinterpreting those signatures after coming back to Bosnian
    capital Sarajevo. The first three times Parliament refused those signatures 
    but accepted the last one (on the Contact Group first draft in 1994) after 
    Izetbegovic promised that it was only a formal acceptance because, as
    Izetbegovic stated "the Serb side would refuse it anyway". Outside Bosnia,
    Izetbegovic meanwhile campaigned with world leaders to force the
    Serbs to accept that Contact Group plan (which called for a 49:51 %
    territorial division of Bosnia-Herzegovina). As the time passed, the Serb 
    "war machine" proved itself to be a "war crime machine" and Izetbegovic's 
    policy was in danger. The turning point came when Serb General Mladic 
    started to lose the war with Croatia on a much larger scale than was 
    acceptable for the European strategists for "Serbia's leading role" in the 
    Balkans.  But the Bosnian Army 5th Corps defended Bihac UN Safe-Haven 
    did not fall, contrary to William Perry's statement in early 1995.  Bosnia 
    did not lose the ground war, contrary to Douglas Hurd's argument for why 
    Bosnia must accept ethnic divisions. And it was clear the "facts on the 
    ground" were soon going to lead to a much smaller Serbia than was 
    acceptable for the major Greater Serbia sponsors, UK and France.
      
    After Croatian leader Tudjman's disaster in central 
    Bosnia in 1993/early 1994, opening a new front for Bosnia again was out of 
    the question. After Bihac's Bosnian Army 5th corps troops defeated 
    Croatian Serbs in Krajina, it was Croatia (not Bosnia) that got the mandate 
    ( and arms) by the USA to "win the war" in the Krajina, where the only fighting for 
    four years was between the Bihac enclave defenders, the Bosnian Army
    5th Corps and the Croatian (and Bosnian) Serbs.  Arming muslims with 
    Iranian supplies was in fact arming Croatia as the new authority in the 
    area since Tudjman's "some criminals" in Herzegovina control every 
    bullet transferred to Bosnia Army.  That was the first totally visible open 
    partnership of the US Administration with ultra-nationalist Croatian leader 
    Franjo Tudjman.  
      
    Everything about Croatia and Serbia's exchange of "victories" and
    territories would have been just fine if the 5th and 7th corps of the 
    Bosnian Army in West Bosnia were hindered from pushing the Serbs too 
    far from the Mt. Vlasic and Mt. Grmec early in 1995.  For those advocates 
    of a divided Bosnia in the UK, France and Germany (yes, Klaus Kinkel, 
    German Foreign minister, is the father of the UNION Contact group plan, 
    today also known as the Dayton Plan), the Bosnian victories led to panic 
    and a frenzied demand to the US to "do something in Bosnia".  That 
    phrase, "to do something in Bosnia," was also popular among the majority 
    of American People and there was a very real possibility that US Congress 
    could lift the arms embargo.  However, The Clinton Administration 
    (already having switched to the British plan for Bosnia) turned against 
    the US Congress and the public by doing the wrong "something" in Bosnia.  
    By undermining the already voted-on (Republican Congress!) lifting of 
    th arms embargo against Bosnia, the Clinton Administration performed 
    a military exercise a la UN British Gen. Michael Rose (without casualties 
    to Mladic's infantry) exempting some "infrastructure objects" from 
    bombardment. 
    
    The point of these pin prick (fake) air strikes was this: the Bosnian 
    Parliament, Army and People would be required to accept Izetbegovic's 
    plan, a plan that the USA ("Bosnia's friend") would guarantee. The 
    "friendship" was finally "proven" by the "bombardment" of Gen. Mladic's 
    army buildings. Now, "obliged" by that display of "friendship", the 
    Bosnians would be offered the papers, the Dayton documents, to sign on 
    to the goal that Serb Gen. Mladic's troops spent four years killing (mostly 
    unarmed) people for: the Serb Republic.
     
    
    However, this concept of US "friendship" to Bosnians had its side effects:
      
    When the Bosnian Army (an ad hoc citizen army in effect), even under 
    severe handicap of arms embargo and its mere three years of existence,
    started to win back its territory, NATO took these victories away from 
    them and gave the land back to the Serbs with the Dayton documents.
    Bosnians and the international public were given some propaganda rhetoric
    about how "NATO stooped atrocities in Bosnia".  The truth is, of course, 
    that, practically speaking, NATO stopped the Bosnian Army's liberation
    drive before the American public could pay more attention to fact that 
    the "invincible Serbs" were loosing three towns a day.
      
    NATO's action (pin prick air strikes that targeted several warehouses) was 
    promoted in the US Administration sponsored propaganda campaign, as 
    a "punishment of the Serbs because of genocide in Srebrenica (July 1995 
    mass murder of up to 10 000 unarmed men, women and children in only
    several days).  The cold fact is, however, that the mass slaughter of the 
    Bosnians in the Srebrenica enclave had been declared as "new 
    opportunity for peace" by Bill Clinton himself due to the fact that the 
    Srebrenica slaughter simplified the ethnic map of Bosnia.  The pin prick 
    air strikes of NATO were thus used as a "proof positive" that the Clinton 
    Administration was "doing something" FOR Bosnia, and not AGAINST 
    Bosnia.  
      
    After seeing footage of "Operation Bosnia Storm", nobody asked for the
    embargo on Bosnians to be lifted. The fact is that Karadjic can easily
    rebuild lost warehouses while Bosnians are required to give up something
    that cannot be rebuilt with money: its Constitution. This all in exchange
    for NATO's services of "stopping" the Serb military "superpower" from
    killing civilians in UN safe havens.  
      
    
    This description of how Bosnian self-appointed "representatives" 
    Izetbegovic-Silajdjic-Sacirbey came to sign the suicidal Dayton Plan and 
    agree to the upcoming elections would be completely wrong if another
    phenomenon was not considered:  What one Izetbegovic and his group of
    "muslim" agnostics is able to do if supported from the outside.  He is in
    war against the Bosnia state -- a state that imprisoned him once in 1983 
    and sentenced him to 14 years in prison for activities against the Bosnian 
    statehood.  Behind him in his personal war against the Republic and its 
    Constitution are Serbia, Croatia, Europe, Russia, Greece, USA, NATO 
    and all of the muslim world. On the other side in the fight for Bosnia there
    is only the Bosnian Constitution of the past five years and its defenders.
    
    
    The majority of people like to believe that the LAW is NOT so 
    important in Bosnia's case.  One could think that such an approach is
    right since the great world powers ARE making decisions; however, it is 
    very important to point out that it is just the opposite.  Izetbegovic is the 
    man controlling things since he knows that the various "powers" know 
    that he is the only one who can solve the problems, and he says that 
    those "powers" are coming into Bosnia by trying to make an illegal 
    project in Bosnia legal and permanent. By blaming the outside world 
    for all problems, he hides his own malfeasance.  Izetbegovic even 
    used Serb grenades as an argument in the negotiations with the loyal 
    citizens, against the Bosnian constitution.
    
    Few people see how absurd it is that Izetbegovic can negotiate something
    that is non-negotiable under the law of the same Constitution. He made it
    possible by accepting  negotiations ("out of court settlements")
    instead of court  to challenge the aggressor; his strategy made all 
    of Bosnia the topic for negotiation, even the lives of its people. Only 
    President Izetbegovic could collaborate with the enemies. Officially, 
    Serbia lost this war, the USA saved Milosevic, and Izetbegovic is the 
    only card left needed to make a Greater Serbia and Greater Croatia.  
    In return for his "services," he is asking the foreign "powers" to bear 
    part of the responsibility, and the blame, if they want everything with 
    the Bosnian people to work fine and his "muslim image" to function
    untarnished. This agnostic is the most protected and safe "muslim" in 
    a NATO-controlled part of the woeld today today.
      
    Only those interested, who are in a position to make a day-to-day 
    analysis of Izetbegovic's moves, can see the irony of a leader fighting 
    against a constitution he is sworn to uphold. Such a job could not be 
    done better by Holbrook. Holbrook was only the last one in a series 
    of dozens of mediators to make a career of providing for Izetbegovic's 
    signature for the division of Bosnia. The only one who was impatient and 
    sold the "care argument" was Warren Christopher in January 1995 during 
    the Bihac Crisis, when he gave away the secret to Congressmen in order 
    to stop them from voting to lift the arms embargo. He was angry because 
    he had to tell them that "the government of Bosnia [was] closely 
    cooperating on division of that country".
      
    Now there is more and more evidence about how Izetbegovic (an 
    anti-state theorist and pseudo-philosopher) came from the Bosnian state 
    prison in Zenica to become not less than a President of the country. The 
    publication of that story by Karadjic is probably one reason why nobody 
    will be eager to bring Karadzic to The Hague. Even then Karadjic 
    would not denounce Izetbegovic because Izetbegovic is still needed 
    for the transformation of the Bosnians, from citizens to an amorphous 
    agnostic religious mass that can make Croatia's leading role in the 
    B-H Federation easier. So far, it is known that he was visited by British 
    intelligence officers in prison twice just before his release from prison 
    in 1986, a release that was provided by the predominately Serb police 
    with close ties with British intelligence.  Student of Marksism studies of
    Sarajevo University during 1980's, Vojislav Seselj,  (today known as 
    leader of blood-thirsty Serb militia in Bosnia, but member of 
    Serb/Yugoslav parliament), was fighting for Izetbegovic's release and had 
    to leave Sarajevo because of that.  Karadjic promised a nationwide 
    Bosnian TV audience in 1991 that there would not be war if Bosnians voted 
    for Izetbegovic instead of for some republicans or social-democrats. 
    
    Immediately after coming to power, Izetbegovic violated Bosnia's civil
    constitution establishing a coalition with Karadjic's SDS extremist and
    Croatian ultra-nationalist HDZ parties. He signed Lisbon ethnic 
    canonization of Bosnia in February 1992, but Parliament refused it. 
    Howewer, the papers to lend were already given to greater Serbia and only 
    remining proplem that left behind were the live ( but uninformed) peole 
    at that lend. Soon genocide in East Bosnia commenced and all towns 
    slaughtered were the ones where Izetbegovic won the elections and had 
    power to order the infamous local negotiations over the imaginary "muslim" 
    and "Serb" parts of those towns (a Dark Ages, medieval Feudal model 
    of township). For this war, Karadjic and Boban have had Izetbegovic's 
    signatures for the exchange of 70% of Bosnian territory. Only 
    unarmed civilians were the only obstacles to that "brilliant 
    opportunity" for Serbia. Such is the definition of genocide in Bosnia: 
    obstacles were overcome.
      
    Today, Izetbegovic is a wild card in these the last days of Bosnia.  For
    example, it is not true that Croatian para-state "Herzeg-Bosnia" was 
    terminated with his recent agreement with Tudjman because 
    "Herzeg-Bosnia" never really even existed in any international legal 
    form. On the other hand, by that agreement, Tudjman succeeded in 
    getting what he could not get by war in 1993 - to have Bosnia 
    voluntarily to give up its sovereignty even before the elections 
    required by the Dayton accord. Finally, that signature was provided 
    when the USA came to the scene as the guarantor for Bosnia's future 
    while using those terms that established the separation of "Muslim-Croat 
    federation" and the Serb Republic.  In the Dayton agreement the 
    Bosnians got an "entity"??? and Karadjic's Serbs got a state by definition, 
    something that they never had in history of Bosnia-Herzegovina, nor 
    could get by war or war crimes even if they won the war. The fact that
    Karadjic was removed from office is also crucial in his plan for the
    division of the Republic TO BECOME LEGAL - AND PERMANENT. 
    This is plainly the termination of Bosnia and the birth of a new state, 
    the Serb Republic.  If we look at the UN charter, it stipulates that if a 
    state under war wishes to exist (the Serb Republic is planning to be 
    a permanent state under the protection of the UN charter), it can do 
    so only if the victim (here, the Bosnians) withdraw their rights to be 
    sovereign citizens in all Bosnian territory and accepts new sovereignties 
    in place of the old.
      
    The usual propaganda story is the building up of a "potential islamic
    danger" in Bosnia. If the Bosnians prove themselves to be secular, more 
    into statehood and more clever than Gnostics, "mujahideen" can be 
    invented (or invited) to help Warren Christopher push back Bosnians 
    from their political fight for statehood and into a state of religious 
    autonomy. For this ugly project of building Karadjic's Serbia, in Bosnia 
    Izetbegovic's role is crucial. He is  extracted from prison Civil and 
    integral Bosnia to become "muslim leader" of a "muslim government" 
    of "Small Bosnia Entity" on 22-24% of total territory of Bosnia. This 
    transfer of Bosnians to Muslims is also goal  Karadjic was fighting and 
    killing for as the only reaal vision to his graveyard state to be 
    recognised by his victims. 
    
    Many Bosnians did not want to accept " muslim entity and indentity 
    without statehood in Bosnia. They are now in collective graveyards in 
    the Serb "entity" They died at their dorsteps because thay, as real 
    civilians  did not know or did not beleived that their President is 
    giving their land and homs to Karadjic's mountain people. 
    
    Though Karadjic is not in politics, the US Administration 
    is now running his model plan for the division of Bosnia in an efficient 
    way since Izetbegovic is in politic.  As long as Christopher is around, 
    Karadjic does not really need to be present – everything is taken care of 
    by Christopher, no problem.
    It is clear that they want to push Karadjic out of office while 
    concurrently protecting themselves from the consequences of passive 
    collaboration in war crimes. All to protect Karadjic's project, and his 
    aide de camp, Izetbegovic.  
    
    Nowadays there are some more manipulations and hand-twisting going 
    on.  The cart of morality and law is still rolling down hill: the genocide 
    is being "legalized" and even made "legally respectable".
