    THO ROLE OF HARIS SILAJDZIC IN THE ADMINISTRATION'S BLOCKADE OF 
    EVENTUAL BOSNIA OPOSITION TO DAYTON
    
    -- How did the Greater Serbian plan for Bosnia (executed by Milosevic/
    Karadjic) become the American plan for Bosnia ?
    
    -- How did the perpetrators of aggression, genocide and war crimes, get
    ONE HALF of the victim state ? 
    
    -- How is it that such a crime is declared by the US Administration, to be
    a "big American foreign policy success"? 
    
    
    Everyone who knows that a state is consisted of judicial, legislative, and
    executive power, knows that Karadjic's Serb Bosnia (Serbian Republic, as
    defined by Dayton agreement) got its statehood, while the Republic of
    Bosnia-Herzegovina lost its own. It is conditioned by the will of
    Karadjic's state institutions; US brokered Dayton agreement now enables
    legal establishment of Karadjic's --graveyard state-- even without 
    Karadjic. 
    
    
    GOAL OF THE AGGRESSOR:  RENDERING OF BOSNIA BY METHOD OF GENOCIDE
    
    GOAL OF THE US ADMINISTRATION: PERMANENT AND ''LEGAL'' RENDERING OF A UNITED
    NATIONS MEMBER STATE 
    
    Dayton agreement (November 1995) is rooted in Administration brokered
    Washington agreement (March 1994). Instead of recognizing illegal Serb
    separation (requires amnesty of war criminals) like some Europeans did, --
    Administration brokered voluntary "legal" Muslim-Croat abandonment of
    the Republic of Bosnia-Herzegovina.  That tricked not only the Bosnians,
    but also the American People who requested that something be done FOR
    Bosnia -- not AGAINST Bosnia.
    
    
    Dayton agreement (November 1995) is a death of the Republic of
    Bosnia-Herzegovina (short form: Bosnia); the agreement is merely the final
    document in a series of agreements made and signed by Alija Izetbegovic &
    Haris Silajdjic. 
    
    
    METHOD: VOLUNTARY COMPLIANCE OF THE VICTIM
    
    The easiest and world-wide proven method is to find or to support the
    "true Muslim" (a.k.a. "islamic fundamentalist"). That "true Muslim" is
    ready to fight against the theory of state itself; such "true Muslim" is 
    eager to collaborate in a blockade of all secular and stately institutions
    of his own country;  such "true Muslim" is also ready to NEGOTIATE
    country's CONSTITUTION. 
    
    
    WHAT IS THE ROLE OF THE EX-PRIME MINISTER OF REPUBLIC OF
    BOSNIA-HERZEGOVINA, HARIS SILAJDJIC, IN THAT STRATEGY ? 
     
    Let us remind you of some crucial concepts regarding the international
    relations which affect Bosnian issue very much. 
    
    In the beginning of the war "the world" was sided with the Republic of
    Bosnia-Herzegovina. Why? Because the Republic of Bosnia-Herzegovina was a
    recognized country, a member of the UN (May 22, 1992), and a victim of
    aggression. Hence, Bosnia was under the protection of international law and
    the UN Charter. That is why even Russia, Greece, China and some other
    Serbian, either orthodox or socialist, friends had to recognize Bosnia and
    had to vote for the economic sanctions against Serbia/rump Yugoslavia. USA, 
    UK, Russia, France, and China were not sided with Bosnia because they like
    Bosnians more than Serbs, but because Serbia violated the international
    law, i.e., because Serbia committed the aggression against the member of
    the UN.  Besides that, according to the international law, borders of a
    sovereign state cannot be changed by force; country cannot be partitioned
    by force; it can only be done through negotiations. 
    
    When President of the Presidency of the Republic of Bosnia-Herzegovina,
    Alija Izetbegovic, and his Prime minister Haris Silajdjic, accepted the
    negotiations with the aggressors in September and December of 1992, they
    made a terrible violation of Bosnian Constitution and Bosnian interests. 
    Namely, the problem could have been solved either through the
    implementation of the UN charter and international law or through
    negotiations. 
    
    The first way was the only appropriate way for Bosnia, because Serbia was
    already designated as the aggressor and Bosnia as a victim in resolutions
    752 and 757 of the Security Council in 1992. Unfortunately, Izetbegovic 
    and Silajdjic abandoned the internat ional law and accepted the 
    negotiations as a method for 'solving' the Bosnian issue. This prevented
    any international intervention towards protection of Bosnia. The
    negotiations even prevented the lifting of the arms embargo. How can the
    embargo be lifted if the "peace process" is ongoing? This argument was
    handed to enemies of Bosnia as an excellent excuse for their vetoing of
    lifting of the arms embargo.  We are Bosnians who begged Izetbegovic and
    Silajdjic not to negotiate with the perpetrators of the genocide,
    Serb/Yugoslav Army and their leaders Milosevic, Karadzic, et al. In many
    personal contacts and letters Bosnian patriots explained all the
    catastrophic consequences of negotiations as follows: 
    
    1. The discussions with the subject "What to do with Bosnia?" will reopen
    the questions that were already solved by recognition of Bosnia as a
    sovereign state in the Spring of 1992. 
    
    2. If legitimate Bosnian Government accepts to negotiate with rebels it
    will convert the rebels from war criminals to diplomats who represent
    Bosnian Serbs. Loyal Serbian representatives in the Bosnian Government 
    should represent the Serbs, patriots were telling Izetbegovic.  
    
    (This is the same reason, for example, why the French government does not
    accept rebel Basks or Corsicans to negotiate about French constitution.)
    
    3. Acceptance of Karadzic and Milosevic as a negotiators about the new
    Bosnian Constitution is an act deprived of any dignity, because they and
    their generals committed so many crimes against Bosnians, including mass
    killings and rapes. 
    
    4. The negotiations between "Bosnian Muslims" and "Bosnian Serbs" will
    reformulate the internationally declared aggression, into a "civil and
    religious war". As we know UN can not get involved in a civil war on one
    side. 
    
    This is the second reason why the UN could not intervene on behalf of the
    Bosnian side. The first one was the "ongoing peace process" 
    
    5. Knowing that the Bosnian borders can not be changed and that aggression
    can not be rewarded, Serbian soldiers do not have any motivation to fight
    and die in vain. However, negotiations that will give them some part of
    Bosnia will only add to their moti vation; as such, "peace negotiations"
    and territorial carve-up serve only as an added incentive and a 'green
    light' for aggression and genocide. 
    
    
    In spite to those advices, Alija Izetbegovic and Haris Silajdjic chose to
    negotiate - not only about the "cease fire" (which never really happened,
    anyway) - but about the Constitution and destiny of Bosnia-Herzegovina
    repeating: "If we don't accept negotiations then we will be guilty." This
    is not true, because a victim cannot become a guilty party in a conflict,
    for refusing to negotiate with the perpetrator of crimes; Bosnians should
    insist that international law and UN Charter be applied in protection of
    the member of the UN, country recognized by more than 90 governments
    worldwide, including the U.S.A. (April 7, 1992). 
    
    Izetbegovic knew that Bosnia-Herzegovina was winning this war, because the
    decisive factor in war is motivation, not arms. This is why America could
    not defeat Vietnam, USSR could not defeat Afghanistan, even the big Russia
    is not able to defeat Checnya.  The last year (1995) was the year of
    Serbian defeats: It started in early spring when Serbs lost in one day
    Vlasic (3% of Bosnian territory). In May the Serbs lost in 2 days western
    Slavonia (around 10% of Croatian territory). In August they lost Serbian
    territories in Croatia (around 20% of Croatian territory). In September
    they lost the following towns in Bosnia: Glamoc, Bosansko Grahovo, Drvar,
    Petrovac, Kulen Vakuf, Bosanska Krupa, Donji Vakuf, Jajce, Sipovo, Vozuca
    and Bocac (power plant 15 km away f rom Banja Luka). [Note: Banja Luka
    region was already given back to Serbs according to Dayton treaty.] In
    total, approx. 20% of Bosnian territory was liberated during 1995. 
    
    Great part of that territory was lost by the Serbs during the two last
    weeks of the war.  Reinforcement from Serbia arrived to retake some of
    these towns.  But it was an army of young, inexperienced soldiers; it was
    completely defeated by the experienced Bosnian Army in the battles for
    Kljuc and Sanski Most. Varcar Vakuf, Sanski Most on Vrbas valley were
    liberated on October 10 and 11.  Bosnian Army in that moment held 53% of
    territory. Serbian officials were crying: "If something is not done in 36
    hours , the Serbian component in Bosnia will be destroyed!" In that moment
    Izetbegovic stopped our Army and saved the Serbs. The cease fire commenced
    in October 1995; that was when Serbs were already running away from other
    Bosnian town Prijedor, and were ready to leave Banja Luka. Why did
    Izetbegovic do it? Why shouldn't Bosnians liberate their country? Some
    answers can be found in the brief history of the conflict that follows. 
    
    
    Former Bosnian leader Hamdija Pozderac was the main problem for
    executioners of the "Greater Serbia" project. Unlike Alija Izetbegovic and
    Haris Silajdjic, he never accepted to negotiate about neither Bosnian
    borders nor the Bosnian Constitution.  That's why the "Greater Serbia
    lobby" in Bosnia tried to remove Hamdija Pozderac from power several times
    and to put in power somebody like Izetbegovic and Silajdjic;  somebody who
    will negotiate and legalize Serbian war gains; somebody who will pretend
    to be a Muslim "fundamentalist".  Hamdija Pozderac was the leader of
    Bosnians who imprisoned Izetbegovic in 1983. Pozderac's police found out
    that Izetbegovic dreamed to partition Bosnia to ethnic states, which is in
    the best Greater Serbian interest. To reach that goal, he manipulated and
    still manipulates the Muslims of Bosnia and all over the world.
    Izetbegovic's "Islamic Declaration" was published for the first time in
    Belgrade, Serbia, by Serbian extreme nationalist publisher "Srpska rec"
    ("The Serbian Word"). Bosnians know that Izetbegovic declared himself as a
    Serbian national of Muslim descent. Bosnians did not pay necessary
    attention to those facts. 
    
    Shortly before the war, in the setup known as "Agrokomerc affair", Bosnian
    leader Hamdija Pozderac was removed (later executed!), and the influential
    Greater Serbia lobby in Bosnia released Izetbegovic from the prison; Serbs
    enabled him to register his party (SDA). As it was the first non-Communist
    party after several decades of Communist control, Izetbegovic became a
    hero and a political leader with a manifactured charisma. Hence, the
    office clerk Alija Izetbegovic became President of Bosnia. The Greater
    Serbia project could start. All Bosnian leaders who insisted on integral
    and secular Bosnia (as its Constitution and its citizens demand), were
    either removed by Izetbegovic, as, for example, General Sefer Halilovic,
    Muhamed Cengic, Dr. Rusmir Mahmutcehajic, or killed by Karadjic's
    fascists (assassinations of Dr. Hakija Turajlic, Dr. Irfan Ljubljankic,
    and some other officials). There are hundreds of other patriots removed,
    killed and injured in "accidents". The common political platform of all
    those victims is that they all strongly opposed the partition of the
    country. They supported the Constitution. Their names mean much to
    Bosnians, but they are unknown abroad, hence, omitted. 
     
    
    To reach this goal, destruction of the sovereign state Bosnia-Herzegovina,
    Izetbegovic manipulates Muslims in Bosnia as well as Muslims all over the
    world, pretending that he is a Muslim "fundamentalist" who wants to
    establish a Muslim State on the smaller territory.  Now we came to the
    end. Izetbegovic and Silajdjic accepted the partition in 1993; during 1994
    they have done that by tricking the People and the Parliament that "this
    is just a tactic, because the Serbs will not accept it". After the Serbs
    refused the plan, they announced that Bosnia accepts the plan permanently
    and that the world should force the Serbs to accept it also. Hence,
    instead of a tactic, the partition became "Bosnia's destiny". Izetbegovic
    and Silajdjic advocated often: "The plan is not good, but it is the only
    one." The Bosnian patriots are asking them: "Isn't the freedom and
    integrity of our country the only plan acceptable for the sworn President
    and Prime minister of the Republic of Bosnia-Herzegovina?" 
    
    Many supporters of Dayton say: "Even today, giving up the peace treaty and
    arming Bosnians will be an adventure; resulting at best in defeat of one
    side and thus sowing the seeds of future conflict. ... Continued fighting
    can not be a 'better' alternative than peace." The problem with above
    logic is that there IS now one defeated side: the Bosnian side. The
    tragedy is that the Serbs were militarily defeated, and we lost our
    country.  The Americans are now in Bosnia because Izetbegovic's and
    Silajdjic's si gnatures on the Dayton treaty enabled NATO to keep Bosnians
    away from their homes when Serbs were not able to prevent them any more to
    recapture their lost towns and villages. 
    
    Because all of this, the new elections in Bosnia (Fall 1996 ?) based on
    ethnic and territorial criteria, signed behind closed doors in Dayton, are
    only the last step in "legitimate" and "voluntary" disappearances of
    Bosnia.  It is the only way for Serb war criminal Karadjic's goal to
    become legal and permanent. Even without Karadjic and Mladic in power,
    Serb genocidal goal is now defended by the US troops positioned on the
    borders of Karadjic's graveyard state; the results of genocide are
    protected by the credibility of Bill Clinton's Administration invested in
    Dayton agreement. 
    
    By giving attributes of "peace" the Administration is now using Silajdjic
    to group and isolate eventual Bosnian secular (statehood and
    multi-cultural oriented) opposition and concentrate that secular force
    towards the Dayton agreement -- instead towards the last Bosnian
    legitimate and internationally recognized Constitution of 1974/1991;
    defeat of the 1991 Constitution is the only way to protect the
    "fundamentalist" Izetbegovic and his "peace signatures war" against the
    secular, multi-ethnic, multi-cultural Bosnia.  How ever, the Bosnian
    people are not the only side that is being tricked by this callous
    scenario -- the American People are also given a false picture of what is
    going on in Bosnia. 
    
    The US Soldiers and Dayton accord in Bosnia have only one goal: to
    legalize genocide as a method for terminating one UN member state! 
    
    Today, finally (!) Alija Izetbegovic (the 'wild-card' used for that job)
    is at risk of being seen through by all Bosnian loyal citizens. In order
    to find a replacement for Izetbegovic, Haris Silajdjic has been chosen by
    Warren Christopher as the next in line to continue fooling the Bosnians --
    as well the honest American people. 
    
    In US military base in Dayton, behind closed doors, an agreement was
    signed to enable not only Serbian war criminals, but also Russia, to
    cross the strategic and historical border on the river Drina!  That border
    was defended by the Bosnians for more than 1000 years! For this
    pro-Russian policy to be invisible to Americans -- Warren Christopher now
    requires a lot of construed "islamic danger" in Bosnia;  it also calls for
    the new elections in Bosnia; those elections will completely annul the
    internationally sponzored and recognized Independence Referendum of March
    1, 1992. After that, we can expect series of UN resolutions to neutralize
    the UN resolutions 757, 777 etc. Resolutions 757 and 777 described war
    against Bosnia as illegal aggression. It requir es also here described
    direct alliance with a small group of "Muslim fundamentalists" who are
    about to rename Bosnian civic name (Bosnian citizen) to: Muslims (the name
    that assumes only religious autonomy) . 
    
    That is being accomplished by use of Izetbegovic and Silajdjic--fabricated
    leaders who are fighting against theory of state itself. Only problem for
    that alliance is to be invisible, and only goal is to put Bosnians from
    Universities, Parliaments, media etc. to the only ghetto reserved for
    Muslims: the mosques. 
    
    One should know that Bosnia has no presidential system like in the USA;
    Izetbegovic, with his one year mandate, was not allowed to negotiate, let
    alone sign away Bosnia's sovereignty. For that power to be given to him,
    USA and western high policy kept Sarajevo Parliament, University, and
    media under blockade until the power of Bosnian state institution was
    reduced a few remaining intellectuals and Izetbegovic's project of "some
    territory for HIS people". 
    
    For all that to be accomplished the Administration is pushing
    Izetbegovic's potential opponents in Bosnia into Silajdjic's hands, to
    bring Bosnia to Dayton elections and so to make voluntary, legal and
    permanent ratification of Greate Serbia and a small ghetto for Bosnians.
