    Bosnian Herzegovinian Patriotism
    
    	1.
    Political future of Bosnia Herzegovina as a state is clearly
    expressed by  the will of the Bosnian Herzegovinian people
    during the referendum conducted on March 1, 1992. During the
    referendum, 64 percent of Bosnian citizens voted for
    independent, sovereign, undivided, democratic and civil
    state. They have also expressed their will to defend their
    country from external aggression and internal enemies.
    
    2.
    Respecting the will of the people of Bosnia
    Herzegovina -- which was expressed during the
    referendum -- on April 6, 1992 the international
    community recognized the independence,
    sovereignty and territorial integrity of Bosnia
    and Herzegovina, within its existing borders and
    accepted it as the full member of the United
    Nations.

    The so-called Yugoslavia (Serbia and Montenegro) carried out
    the aggression against the Republic of Bosnia and
    Herzegovina, internationally recognized country.   Former
    Yugoslav National Army and Chetnik paramilitary units, which
    were established by the Serb Democratic Party (SDS) and
    equipped, armed and organized with the assistance of the
    former Yugoslav National Army carried out the aggression.
    These paramilitary units, in cooperation with parts of
    former Yugoslav National Army, proclaimed the so-called
    Army of Republika Srpska in May 1992.
    At the same time the Constitutional Court of Bosnia
    Herzegovina proclaimed that SDS was a terrorist organization
    and its further activities were forbidden.
    
    The extreme part of the Croatian Democratic Union (HDZ)
    proclaimed the so-called Croatian Community of
    Herzeg-Bosnia. Like the so-called Republika Srpska, the
    so-called Herzeg-Bosnia started with the process of
    secession, thus supporting the aggressors and the Chetnik
    rebels. At the same time the so-called Herzeg-Bosnia was
    preparing an armed rebellion, which was to take place after
    the cease fire between so-called Yugoslavia and Croatia. The
    objective was to take over parts of the territory belonging
    to the sovereign and internationally recognized state and
    unite them with Croatia. This, in fact, would represent the
    realization of the agreement between Franjo Tudjman, the
    Croatian President, and Slobodan Milosevic, the Serbian
    President, reached at Karadjordjevo in Serbia (1991), which
    they aimed at the destruction of Bosniaks -- Moslems -- as a
    political power and division of the Bosnian state between
    Serbia and Croatia.

    With enormous enthusiasm the patriots of Bosnia and
    Herzegovina organized within the Patriotic League, the Green
    Berets and part of the Ministry of Interior of Bosnia and
    Herzegovina, defended the sovereignty and integrity of
    Bosnia and Herzegovina from both the aggressors and internal
    military rebels. They were poorly armed, often starving, but
    willing to give their lives for their country.
    
    Without the knowledge and the agreement  of those
    organizations, but also without the knowledge of 2 500 000
    citizens of Bosnia and Herzegovina who were expelled from
    their homes and land, the current government (the ruling
    party) was signing all the agreements proposed during
    international conferences, starting with Lisbon and all the
    way to Dayton. By doing so, the authorities did not comply
    with the results of the Badinter Committee and the
    conclusions of the London Conference (according to which
    Bosnian Serbs and Bosnian Croats were not granted the right
    to territorial sovereignty.) In the same manner, the current
    government signed the Washington Agreement and the Dayton
    Accords. In other words, it has given up the integrity and
    the sovereignty of the state of Bosnia and Herzegovina.
    
    5.
    The Patriotic Party of Bosnia and Herzegovina is a
    democratic, citizens and anti-nationalist movement of
    Bosnian people:  Bosniaks, Bosnian Serbs, Bosnian Croat and
    all those citizens who see Bosnia Herzegovina as their
    homeland, no matter whether they are living in Bosnia
    Herzegovina or abroad.
    
    The objective of our political struggle is the same as
    during the liberation war from 1992 to 1995 and that is to:
    
    PRESERVE THE UNDIVIDED AND SOVEREIGN STATE OF BOSNIA AND
    HERZEGOVINA ON THE PRINCIPLES OF PARLIAMENTARY AND CIVIC 
    DEMOCRACY, WITHIN  INTERNATIONALLY RECOGNIZED BORDERS OF
    THE REPUBLIC OF BOSNIA AND HERZEGOVINA, WHICH IS A
    HISTORICAL, GEOPOLITICAL AND LEGAL FACT.
    
    II 
    
    Political Reality of Bosnia Herzegovina
    
    6.
    The tragedy of the Bosnian people, total political confusion
    and absolute domination of pseudo nationalistic and
    nationalistic political options over the government policy
    are the main characteristics of the political and social
    reality in Bosnia Herzegovina. The consequence of such
    policies is ethnic division of Bosnia and Herzegovina.  What
    is the background of this situation?

    In its public statements the Party of Democratic Action
    (SDA) declared support for the independent, sovereign and
    undivided Bosnia Herzegovina. Because of this proclaimed
    policy, SDA won the support of many Bosnians. By
    forming the coalition with SDS and HDZ it won the greatest
    part of power during the first free and multiparty elections
    held in 1990.  However, during secret negotiations with its
    coalition partners on ethnic (not political!) basis, SDA
    agreed to ethnic division/secession of the state of Bosnia
    and Herzegovina. On March 18, 1992, the President of SDA
    accepted and signed the maps offered by the SDS that
    outlined the division of Bosnia Herzegovina. They called the
    document "The Sarajevo Declaration"; it was signed in
    "Konak" residence in Sarajevo. Following this logic of
    secession, or in fact ethnic division of Bosnia and
    Herzegovina, the next agreement signed was called "The Split
    Agreement"; it was concluded between the HDZ and SDA in
    the beginning of May 1992. That document gave the
    possibility for Bosnia and Herzegovina to be organized as a
    federation or confederation, based on the Lisbon Agreement.
    This document gave open support for the political option
    that the SDS was interested in. In practice it represented
    the beginning of dissolution  of the internationally
    recognized state of Bosnia and Herzegovina. By this step the
    Party of Democratic Action, especially its President, abused
    the mandate given to it by the citizens during the elections
    held in November 18, 1990 and the referendum held on
    February 29, 1992. The elected officials from the
    nationalist parties holding positions in the government
    institutions used their authority against the Constitution.
    They acted in their own interests, claiming that all they
    did was in the "interest of the people."  I fact all that
    was against the interest of the people on whose behalf they
    claimed to speak. 
    
    The representatives of HDZ and SDS instantly started
    establishing nationalistic para-states, the so-called Herzeg
    Bosnia and the so-called Republika Srpska. The
    representatives of SDA -- specially the President of SDA who
    behaved as a national (ethnic) leader -- instead of
    performing his function of the President of the Presidency
    of the Republic of Bosnia and Herzegovina -- negotiated
    about ethnic division of Bosnia and Herzegovina on behalf of
    the government, this acting against the Constitution and the
    will of citizens expressed during the Referendum. Their
    objective was the establishment of a small national state of
    Bosniaks. They created their personnel policy to suit this
    goal and they carried it out in every segment of government
    and other institutions. We strongly oppose this policy. We
    also strongly oppose the tendency of preventing all those
    who organized the resistance and joined it at the very
    beginning from participating in the work of all government
    institutions on all  levels.  Our political program is
    especially against excluding those individuals from active
    participation in the Army and their replacement by
    compromised individuals who participated in preparations of
    the aggression or even participated in the aggression
    against Bosnia and Herzegovina.
    
    
    
    
    8.
    By establishing Republika Srpska on 49 percent of the
    territory belonging to the state of Bosnia and Herzegovina,
    the Washington Agreement and the Dayton Accords legalized
    the territorial sovereignty of Bosnian Serbs. Irregular
    elections held in Bosnia and Herzegovina on September 1996
    have further reaffirmed this.  The Federation of Bosnia and
    Herzegovina was established on the remaining territory. The
    Federation of Bosnia and Herzegovina is still not
    functioning because nationalists continue with their
    struggle for political and territorial domination. This is
    why the refugees are not returning to their homes. Bosniak
    Moslems, who are the majority ethnic group live on merely
    22.4 percent of the territory, while before the war they
    lived on 94 percent of the territory of Bosnia and
    Herzegovina. This clearly demonstrates that extermination
    threatens Bosniak Moslems and that the aggressor's objective
    continues to be the division of Bosnia and Herzegovina
    between Serbia and Croatia. In reality this represents  the
    realization of the Tudjman-Milosevic Agreement from
    Karadjordjevo. Consequently, they have established Greater
    Serbia and Greater Croatia on the account of Bosnia and
    Herzegovina. In the period to come, their intentions will be
    to legalize this situation and to obtain international
    recognition for it.

    The current authorities (the ruling party) participated in
    the division of Bosnia Herzegovina during international
    peace negotiations. Division of Bosnia was realized through
    several plans: Cutillero plan from Lisbon, Vance-Owen plan
    and Owen-Stoltenberg's plan from Geneva, the Washington
    agreement and the Dayton Peace Accords. Through these
    agreements the authorities (the ruling party) have agreed to
    the ethnic division of the country, recognizing territorial
    sovereignty of parts of the state of Bosnia and Herzegovina.
    This is contradictory to  historical and state organization
    of Bosnia and Herzegovina that has a thousand-year-old
    tradition. 
    
    With these activities the current authorities (the ruling
    party) have betrayed the interests of Bosnian people who
    voted for an independent, sovereign and undivided Republic
    of Bosnia and Herzegovina during the 1992 Referendum. It was
    this will of Bosnian citizens that was of crucial importance
    for the international recognition of Bosnia Herzegovina in
    the United Nations and the European Community. This also had
    an impact on the positions taken by the Badenter Committee
    and the conclusions from the First London Conference that
    reflected strong support for the sovereignty and territorial
    integrity of the state of Bosnia Herzegovina.

    After the Dayton Agreement the line of separation was
    established between the two so-called entities: the
    Federation of Bosnia and Herzegovina and Republika Srpska.
    The line ethnic separation within the Federation of Bosnia
    and Herzegovina -- which was established after the
    Washington Agreement -- continued to exist. In reality
    three state communities exist in Bosnia and Herzegovina,
    with their own armies, legislative, executive and judiciary
    powers. Before the eyes of the world these 'states'
    pretend to be democratic, while in reality these are
    backward, totalitarian regimes that control all aspects of
    life in their communities with the assistance of secret
    police forces on their respective territories.

    In our attempts to prevent the disintegration of Bosnia and
    Herzegovina and its final ethnic division that would lead to
    extermination of the Bosnian people, we have established the
    Patriotic League of Bosnia Herzegovina. The goal of this
    political party is to address all the patriotic forces from
    Bosnia Herzegovina, regardless of their political and
    religious affiliation, through its political program. The
    mutual objective of all these forces is the preservation of
    an undivided, sovereign and democratic state of Bosnia and
    Herzegovina, within its internationally recognized borders.
    
    12.
    Having in mind the political reality that prevails in Bosnia
    Herzegovina and the intentions of the neighboring countries,
    we believe that conducting the reintegration of the
    territory of Bosnia and Herzegovina within its
    internationally recognized borders is necessary.  This would
    lead to the reconstruction of the sovereign and undivided
    country, established on the principles of parliamentary
    civic democracy, the legal state community that has its
    historical continuity of a thousand years.
    
    If Washington Agreement and the Dayton Peace Accords are not
    fully carried out, they should both be proclaimed
    ineffectual. At the same time, the decision of the Supreme
    Court of the Republic of Bosnia and Herzegovina about the
    prohibition of the terrorist SDS should be carried out.
    Also, the recognition of Republika Srpska and the entities
    should be withdrawn and a new international conference on
    the internal organization of Bosnia and Herzegovina, within
    its internationally recognized borders, should be organized.
    The organization should be based on the political
    principles, instead of ethnic ones, with respect for all
    democratic traditions and traditions of the modern and free
    world.
    
    13. 
    Due to overall uncertainty in which we live the Patriotic
    Party of Bosnia and Herzegovina will periodically give
    political DECLARATIONS ABOUT THE FUTURE OF BOSNIA AND
    HERZEGOVINA.
    
    
    
    
    
    
    
    III
    
    Character of the War from 1992 to 1995 
    
    14.
    The current government has significantly contributed to
    changing the assessment of the character of the war in
    Bosnia and Herzegovina.  It did not respect the will of
    Bosnian citizens expressed during the Referendum in 1992,
    when they voted for the sovereign and independent country.
    Their activities represented lack of compliance with the
    position of the Badenter Committee and the conclusions of
    the First London conference. In addition, the current
    government agreed to negotiations on ethnic basis
    with the leadership of the Ustasha and Chetnik rebels that
    the neighboring countries (which are the true aggressors)
    generously helped. Thus, the country that they exposed to
    double aggression, became "one of the sides in the
    conflict."  The continuation of negotiations based on ethnic
    principles and acceptance of the Bolshevik-Stalinist
    terminology of "constituent peoples"  -- the term banned in
    all the countries of former Yugoslavia, except in Bosnia
    and Herzegovina, as soon as the new governments were elected
    during democratic elections -- resulted in the fact that the
    current government and its diplomatic representatives
    concluded and signed all the documents offered by the
    international community. Clearly, that represented the
    acceptance of the ethnic division of Bosnia and Herzegovina,
    contrary to the existing Constitution and the pledge of the
    soldiers who fought for defense and liberation of the
    country.
    
    
    15.
    During the war Bosnia and Herzegovina lost about 12.5
    percent of its population.  About 2 500 000 citizens were
    expelled. In other words, about 52 percent of the population
    is not living in the country.  Because of the war there are
    many invalids and those who became ill, so the issue of the
    demographic quality arises, along with the question of
    demographic potential in Bosnia and Herzegovina. Only an
    accurate definition of the character of the war in Bosnia
    Herzegovina and in former Yugoslavia can determine the
    future of  peace.

    The war from 1992 to 1995 is estimated as imperialistic and
    a war of conquest. The neighboring countries carried it out
    against the internationally recognized state of Bosnia and
    Herzegovina. The objective was conquering of the
    territories. They have committed organized genocide and
    culturocide against Bosniaks in their cities and villages,
    with the objective of creating nationally clean territories.
    
    The Patriotic Party of Bosnia and Herzegovina supports the
    initiatives to investigate the  character of war in Bosnia
    and Herzegovina that lasted from 1992 to 1995. An objective
    assessment of the war should include all aspects:  the
    causes and consequences, the range of destruction, thefts
    and victims and the extent of the genocide, carried out in
    the course of establishing ethnically clean territories and
    national para states on the territory of Bosnia and
    Herzegovina.
     
    	17. 
    Although most of our members and supporters participated in
    the defense and liberation war from 1992 to 1995, we believe
    that nothing except destruction and terrible tragedies can
    be achieved by war. We therefore support the solution of all
    conflicts by  means of the constructive and tolerant
    dialogue.  We believe in the power of arguments and not in
    the argument of arms. We are not negotiating on an ethnic
    basis.
    
    
    IV
    
    War Damages
    
    
    18.
    The Patriotic Party of Bosnia and Herzegovina believes that
    the aggressors should pay the war damages. The war damages
    should be paid before the process of the succession of the
    property of former Yugoslavia is completed according to the
    decision of the International Court of Justice. The
    representatives of the government in Bosnia and Herzegovina
    have no right to give up this decision or to change it --
    especially not because of fulfilling their own day to day
    political interests.
    
    
    V
    
    War Crimes 
    
    19.
    An objective assessment of the character of the war in
    Bosnia and Herzegovina from 1992 to 1995 will  determine who
    carried out the aggression. Their role in war destruction,
    individual responsibility for war crimes against the people
    of Bosnia and Herzegovina will be determined, as well as the
    responsibility for the secession of the territory of
    internationally recognized state of Bosnia and Herzegovina.
    
    20.
    All those accused of the war crimes must be
    extradited to the International Tribune for War
    Crimes in the Hague, regardless of the fact that
    they possibly appeared before local courts. The
    local courts are in the function of the current
    authorities (ruling parties) and  are therefore
    not objective.
    
    21.
    We will persist in demands to determine the responsibility
    of the Bosnian side as well for the crimes committed against
    the people of Srebrenica, Zepa, Kozarac, Prijedor, Foca and
    other places in Bosnia and Herzegovina.
    
    22.
     All war crimes in case they were committed by the members
     of the Army of Bosnia and Herzegovina, must be fully
     investigated to determine the responsibility for them. No
     crime can be justified, and in our situation every
     committed crime helps the aggressor because it contributes
     to equalizing the aggressor and the victim, reducing the
     legal Bosnian government to "one of the sides in war."
    
    VI
    
    Return of Refugees 
    
    23.
    The expulsion of Bosniaks - Moslems from the territories of
    Bosnia and Herzegovina controlled by SDS and HDZ continues
    even after signing of the Washington Agreement and the
    Dayton Accords.  We resolutely demand from all the parties
    that signed the agreements to put an end to expulsions and
    to immediately secure freedom of movement and conditions for
    returning of all expelled and displaced citizens of Bosnia
    and Herzegovina to their homes, their land and houses.
    Private ownership of displaced and expelled persons cannot
    be proclaimed as abandoned, or be given for use to anyone.
    
    24.
    The return of expelled persons and refugees to Bosnia and
    Herzegovina is not a one way process. Therefore, Serb
    refugees from the Federal Republic of Yugoslavia and
    expelled Serbs from the Republic of Croatia should go back
    to their houses and property, so that the citizens of Bosnia
    and Herzegovina can safely return to their country.
    Expelled Serbs from the Republic of Croatia should be
    granted the status of refugees and with the assistance of
    the international community their  (humanitarian) existence
    should be secured until their return to their homes.
    
    25.
    Return of refugees must be previously prepared, economically
    secured and totally safe. We oppose the policy of partial
    return because  it represents ethnic cleansing of
    territories of Bosnia and Herzegovina.  
    
    VII
    
    Government
    
    26.
    The Patriotic Party of Bosnia and Herzegovina will support
    the principle that all the government representatives on all
    the levels, as well as its diplomatic representatives, must
    have moral character and  be genuine protectors of the state
    of Bosnia and Herzegovina.
    
    27.
    The Patriotic Party of Bosnia and Herzegovina will support
    the  democratic transformation of the government system in
    Bosnia and Herzegovina in order to establish a united
    government on the entire territory of Bosnia and Herzegovina
    and for the Bosnian Army to have its positions on the state
    borders.  Our objective is to achieve this by establishing a
    political system of parliamentary democracy, based on
    democratically constituted government, according to the law.
    This government will guarantee rights and freedoms for all
    citizens according to the Constitution and international
    norms and regulations.  It is our objective to see that in
    our government institution there is clear division of
    legislative, executive and judiciary powers. We also
    recognize the importance of establishing an efficient
    government administration,  providing control of the work of
    government institutions and of all those  performing public
    functions. We also believe that it is necessary to provide
    free access to the records about the property of all
    government and party officials.  If the Dayton Agreement is
    not fully implemented, we  will consider it ineffectual.
    
    28.
    The reintegration of the state of Bosnia and Herzegovina is
    the patriotic task of all the members of the Patriotic
    Party of Bosnia and Herzegovina. In the first stage this
    objective will be achieved through full implementation of
    the Dayton Agreement. The next stage should concentrate on
    establishment of the state of Bosnian people, which will be
    formed according to democratic principles and the rule of
    law. This government will guarantee rights to each
    individual as an equal citizen and secure social security
    and living standards worthy of human beings.
    
    29.
    The Patriotic Party of Bosnia and Herzegovina will persist
    in its demands that Bosnia and Herzegovina should truly
    become the state of Bosnian people and that citizens are
    granted the right to obtain the citizenship of Bosnia and
    Herzegovina, regardless of where they live, in the country
    or in diaspora. In its activities the Patriotic Party of
    Bosnia and Herzegovina will especially pay attention to
    Bosnian citizens who live in the countries that emerged
    after the dissolution of former Yugoslavia.  In other
    European countries and in America, especially in Turkey,
    the Patriotic Party of Bosnia and Herzegovina will work on
    establishing emigrant communities. The Patriotic Party of
    Bosnia and Herzegovina will encourage their return to Bosnia
    and Herzegovina as well as their investments in the
    reconstruction of the country  devastated by the war. We
    will also support  exemption from customs of all those
    importing technologies and equipment for  production during
    the period of ten years. From our point of view this period
    for other foreigners should be five years.
     
    VIII
    
    Defense
    
    30.
    The Patriotic Party of Bosnia and Herzegovina will support
    the principle of self reliance in all the segments of
    defense, both in the development and production of defense
    technologies.
    
    31.
    The Patriotic Party of Bosnia and Herzegovina will support
    total  professionalization of military forces, which can
    develop a comprehensive national defense system, deploying
    all available potentials in case of aggression.
    
    32.
    The experience from the defense and liberation war in Bosnia
    and Herzegovina from 1992 to 1995 proved that the existing
    potentials were not used to the full extent and that the
    defense of the country was only the duty of workers and
    peasants, while the privileged ones on all levels avoided
    these tasks. From municipality to national level, they were
    hiding  behind various 'logistical' operations and in
    diplomatic and consular offices.
    
    33.
    The army of Bosnia and Herzegovina must be depoliticized,
    nonideological and developed on Bosnian tradition, with the
    major task of defending the country from outside enemies.
    The army must be composed of all Bosnian nationalities. We
    reject the legalization of military units established by
    political parties, as well as the commands and leadership
    established on temporarily ethnically divided territory of
    the state of Bosnia and Herzegovina.
    
    
    
    
    IX
    
    Police
    
    34.
    The police of Bosnia and Herzegovina must be professional
    and trained to carry out its duties and responsibilities,
    both regular and special, in providing the security of
    citizens and their property. It must be depoliticized,
    nonideological	and composed of all the nationalities of
    Bosnia and Herzegovina.  We reject the legalization of the
    police  established by political parties established on
    temporarily ethnically divided territory of the state of
    Bosnia and Herzegovina.
    
    
    X
    
    Donations
    
    35.
    The Patriotic Party of Bosnia and Herzegovina will support
    and work on conducting  financial control and review of ways
    in which  the donations were spent, those received during
    the war for defense of the country as well as those received
    after the establishment of peace in Bosnia and Herzegovina.
    We know that some of the donations were not recorded, that
    some of the funds were not used for the designated purposes
    and that some of them were even appropriated.
    
    36.
    We will demand that all the donations that are in personal
    or party  possession should be put under the financial
    control of the government institutions of Bosnia and
    Herzegovina.
    
    XI
    
    Transition
    
    37.
    Market economy based on competition and pluralism of
    ownership can be successfully created only in the conditions
    that will result from carrying out the transition of the
    current state owned property to private and public owned
    property.  The Patriotic Party of Bosnia and Herzegovina
    will support a model of transition that will not allow any
    abuses by individuals and groups in power aimed at
    increasing their personal wealth.  The results of the
    transition and its success will determine if the country
    will overcome the war crisis created by the destruction of
    material potentials of Bosnia and Herzegovina. Therefore,
    the process of transition cannot be disorganized. It must be
    based on political decisions that will be followed by the
    adoption of adequate laws and regulations, which will
    provide mechanisms for government control.
    
    38.
    During the transformation of state property into other forms
    of ownership we will support the principle that only those
    who defended this property, the participants of the defense
    and liberation struggle during the war from 1992 to 1995,
    should have privileges as well as working population that
    contributes to prosperity.
    
    39.
    The process of transformation of state owned property to
    other forms of ownership can start only after all the
    displaced persons and refugees return to their homes, flats
    and to their land. Otherwise, ethnic division of the
    country will be legalized through ownership relations and
    displaced persons and refugees will be deprived of their
    property and results of their previous work.
    
    40.
    The Patriotic Party of Bosnia and Herzegovina will promote
    the principle that the citizens of Bosnia and Herzegovina
    who lost all their property should be justly compensated by
    the government of Bosnia and Herzegovina.
    
    41.
    We will support full protection of private ownership,
    denationalization of private property, market economy,
    market competition and private initiative. Only in this way
    it will be possible to increase investments and create more
    job opportunities.
    
    XII
    
    Entrepreneurial Economy 
    
    42.
    Bosnia and Herzegovina needs an entrepreneurial economic
    system in which innovations and entrepreneurial ideas are
    present in continuity and are regarded as normal activities.
    In order to achieve this objective it is necessary first to
    conduct the process of transformation of ownership in all
    segments of the society.
    
    43.
    The most difficult issue in the entrepreneurial system of
    economy is to determine what cannot function. We believe
    that among other things the following cannot function:
    * Huge and inefficient executive institutions of the
    government 
    * Inefficient systems of social and health security
    * Inefficient institutions of public and utility services
    * Poorly trained, corrupted and huge administration
    * The rule of mediocrity
    
    44.
    The entrepreneurial system of economy should introduce
    social innovations such as:
    
    * The policy of more rapid policy of employment through
    opening of new companies and creating new job opportunities;
    * Organized and systematic abandoning of social policies
    that are not functioning well and are inefficient;
    * Introduction of taxing policy that will abandon the
    practice of "stripping naked" of tax payers. Instead a
    system that will encourage investments and development
    should be introduced; 
    * An adequate tax system should be introduced. This system
    should  solve problems of cash flow in companies
    * Companies engaged in development should be exempted from
    tax paying as well as new companies in the first three years
    of work, and thus given a chance to accumulate more capital
    and promote faster employment;
    * New business projects and new companies should be
    protected from various pressures coming from government
    administration, which are carried out through various
    regulation, restrictions and reports;
    
    45.
    To start with creation of the entrepreneurial system of
    economy it is necessary to start developing  local
    entrepreneurial initiatives. In other words, small and
    middle size companies should be encouraged. Since behind
    every successful enterprise or company there is a successful
    entrepreneurial group, it is important to start developing
    great number of efficient and successful entrepreneurs on
    all local levels. The next step is to connect them into
    networks on regional and national level.
    
    46.
    The Patriotic Party of Bosnia and Herzegovina will establish
    centers for development of entrepreneurial initiatives in
    every municipality. The main objective of these centers will
    be to help development of new private companies of different
    types, including those that are based on complex production
    technologies to those engaged in production based on well
    known and widely used methods.  By means of objective
    communication and establishing links with the environment in
    which they function, the centers will give support for the
    demands of entrepreneurs.  Letting the local businesspeople
    and the political community learn of services provided by
    these centers will be very important. Providing information
    about the opportunities that the centers will be offering
    (new potential entrepreneurs, technical experts,
    manufactures, etc.) for the realization of business ideas
    will be especially important.
    
    47.
    Centers for the development of entrepreneurial initiatives
    usually function in one location (this is not a rule) and
    provide the following services to entrepreneurs:
    
    * Preparation of business studies
    * Elaboration of specific projects
    * Assistance in providing essential capital
    * Assistance in providing of premises
    * Assistance with registration
    * Financial and book keeping services
    * Guidance about business operations, technologies,
    regulations, personnel issues, organizational matters
    * Management training
    
    48.
    Experience shows that these centers achieve better results
    if they are connected into regional networks then when
    operating on their own. Well connected regional networks of
    entrepreneurial centers with networks of formal and informal
    advisors will enable exchange of knowledge and experience
    between companies and serve as the most important basis of
    success for each center.
    
    49.
    An individual in an entrepreneurial system of economy, in
    the system that we support, will take the responsibility for
    his own social security, for permanent education and
    learning, in other words for his development and career.
    
    50.
    As part of general principles of entrepreneurial strategy we
    demand that the government should provide basic financial
    and material conditions for demobilized soldiers and
    invalids for their training and starting of their own
    business activities. If a demobilized soldier or an invalid
    does want to enter his own business (because he has no
    qualifications or skills) the government is responsible for
    finding him a job.
    
    
    
    
    
    
    XII
    
    Education
    
    51.
    The Party will support the reform of the entire educational
    system, into which entrepreneurial education should be
    introduced.  Highly developed technologies assume higher
    level of intellectual work.  Thus, the working potential is
    the most valuable economic and social asset of the society.
    The objective of education should be to provide training for
    life and work. The system of education should emphasize
    general education since many classic professions will
    transform along with the technological revolution. Knowledge
    is the biggest asset. Therefore, doing everything possible
    to provide adequate education and employment of our talented
    citizens is necessary.
    
    52.
    The Patriotic Party of Bosnia and Herzegovina will also
    focus on education of young generations in the spirit of
    democracy, political culture and general values of the
    mankind. In order to achieve this it is necessary to include
    civic education in the educational system, with all
    necessary civilizational heritage necessary for the twenty
    first century.
    
    53.
    We demand that children of soldiers who died in the war, war
    orphans and the children of invalids of the liberation war
    from 1992 to 1995 should be granted free of change education
    or scholarships.
    
    XIV
    
    Religion 
    
    54.
    In Bosnia and Herzegovina, which has more than a thousand
    years old tradition of multi denomination, religious
    communities should be depoliticized and independent and the
    government must provide condition for their free  activities
    in their promotion of universal values of truth, justice and
    other ethic values. Freedom of religious expression in the
    spheres of spiritual, educational and social activities only
    reaffirms religion as the highest cultural and social value.
    Religion is an issue of personal decision of every
    individual. We strongly oppose the use of religion for
    political purposes.
    
    
    55.
    The Patriotic Party of Bosnia and Herzegovina demands that
    the  legality of the Mesihat (Office of the religious
    leadership in the Islamic community) of the Islamic
    Community of Bosnia Herzegovina should be returned, which
    was abolished in 1993 by illegal methods. The Mesihat should
    serve as the basis for organizing democratic elections in
    the Islamic Community of Bosnia and Herzegovina.
    
    56.
    The Patriotic Party of Bosnia and Herzegovina will support
    the  constitution of the Islamic Community in Bosnia and
    Herzegovina as  an Islamic  community of Bosniaks. We will
    support democratic  elections on all the levels of the
    Islamic Community of Bosnia and Herzegovina. We regard the
    current leadership of the Islamic Community as illegal and
    temporary.
    
    XV
    
    Vakufs and Similar Contributions
    
    Note: Vakuf is a foundation created by  charity
    contributions in the Islamic Community used for building and
    supporting of mosques, schools, libraries, orphanages and
    other institutions and activities of public interest.
    
    57.
    We will support establishment of public records of all
    donated assets and funds. The records should be created
    based on preserved Vakufnama (Vakufnama: documents about
    contributions) and similar testaments of donors. Also,
    reviewing of reports given by the Mutevelijas (Mutevelija:
    administrators of these foundations) who were in charge of
    those foundations is necessary.  Where the original purpose
    of the Vakufs is not clear, due to lack of original
    documents, we will insist that the funds be used for
    scholarships for children of the soldiers that died during
    the war, for children of wounded soldiers and for those
    whose parents have very low incomes. Special set of
    regulations should be drafted, having in mind the will
    expressed in the Vakufnamas or similar testaments.
    
    58.
    It is our position that the religious organizations should
    not further administrate these funds since they were given
    for  administration to religious institution at the time
    when certain nationalities were not organized and when
    religious institutions were substituting the national ones.
    Even the administration was conducted under the control of
    Serijat (Serijat: Islamic religious law) courts  and special
    Vakuf assemblies, in fact by special Vakuf directorates,
    which was under the control of the Ministry of Justice of
    that time. We need the kind of organization that will secure
    complete  and reliable records and fair respect of the will
    of donors and contributors, an institution organized like
    the Vakuf Directorate, which should be included in  the
    government of Bosnia and Herzegovina and under the control
    of Parliament.
    
    XVI
    
    Pensioners
    
    59.
    In the filed of pensions and invalid insurance the Patriotic
    Party of Bosnia and Herzegovina will support the following:
    
    * Pensions earned during working period and are guaranteed
    should be paid out in the amount of their realistic value as
    a right obtained during  working service. The pensions
    should be paid within the time frame outlined by the laws
    and regulations and in the amounts provisioned by the laws
    and regulations;
    * Pensions are personal, material right that the law
    guarantees and therefore cannot be reduced or cut;
    * Pensions are results of work and therefore the destiny of
    pensions and wages is the same and the pensions should be in
    function of wages;
    * Proclaimed right to legal security must be implemented in
    the field of pension insurance as well;
    * Illegally denied pensions must be paid out in the amounts
    that the law guarantees, because everything withheld from
    the pensioners represents appropriation  that is against the
    law; 
    * We believe that the restrictions on the growth of pensions
    should be abolished as well as the restrictions of the
    rights of pensioners since this is not according to legal
    security, moral and humanity and because of the very
    difficult position of pensioners;
    
    The Patriotic Party of Bosnia and Herzegovina will support
    all the activities that will contribute to return of all the
    appropriated funds from the pensions and invalid allowances,
    from funds for housing construction for pensioners and form
    their recreation funds. These funds should be returned in
    the shortest possible time.
    
    As part of these activities the Patriotic Party of Bosnia
    and Herzegovina will work on returning of homes for old
    persons in Neum, Mostar, Sarajevo, Zenica, Tuzla, Banjaluka
    and other cities in Bosnia and Herzegovina. The funds
    realized through privatization of these houses and
    pensioners housing space must be returned the pension funds.
    This should include centers for medical care for pensioners
    in Fojnica, Teslic, Ilidza, Bosanska Dubica and other places
    in Bosnia Herzegovina that were appropriated.
    
    XVII
    
    Military Saving Bankbooks 
    
    60.
    We demand that the situation about the military saving
    bankbooks for the soldiers should be resolved, since the
    soldiers of the liberation and defense war were cheated. The
    situation is even worse since the soldiers did not ask for
    the saving bankbooks. During the war they only asked for
    food parcels for their families. Instead of that, at the end
    of the war they have received worthless foreign currency
    saving bankbooks. Those who were in charge of the fraud
    operations called "foreign currency savings" were well aware
    of the fact that there was no realistic basis of paying out
    these sums of money since the Dayton Bosnia and Herzegovina
    is not authorized to cover this value. This is under the
    authority of the entities, and the Federation after its
    establishment can but may decide not to accept these
    "foreign currency  savings."
    
    On the behalf of all the soldiers we demand that all those
    who created and carried out this fraud should be held
    responsible, since they  manipulated the soldiers and their
    families, hoping to win another "great victory" in the 1996
    elections.
    
    XVII
    
    Media
    
    61.
    The Patriotic part of Bosnia and Herzegovina will seriously
    consider freedom of press and broadcast media, which
    represent the basis of a democratic society. Freedom of
    press is one of the mechanisms that enables citizens to
    participate in the work of the government and provides
    control over it, preventing the abuse of authority.
    
    XIX
    
    Sandzak 
    
    62.
    Historic facts prove that the territory of what is today
    known as Sandzak was part of medieval Bosnian state -- from
    the time of the rule of the first Bosnian King, Tvrtko
    Kotromanic. After the Ottomans established their rule, these
    territories were part of Bosnian Sandzak, Ejalet and Vilajet
    (Sandzak, Ejalet and Vilajet: different administrative and
    territorial units in the Ottoman Empire).    After the
    Berlin Congress, held in 1878, which decided against the
    will of Bosnian people, the territory  was separated as the
    seventh province and remained under the rule of the Ottoman
    Sultan. Through tacit and controversial agreements between
    the Ottomans and the Serbs this province was added to Serbia
    and by the end of 1992 the Serb Army conquered it and
    included it as part of its country.
    Bosnian people from Sandzak, as part of Bosnian people and
    Bosnian state for more than a thousand years had the same
    destiny as Bosnians in Bosnia, constantly giving proofs of
    loyalty to their country Bosnia. During the movement of
    Bosniaks for their autonomy in 1831, lead by Captain Husein
    Gradascevic, great number of people from Sandzak joined this
    struggle. After the Berlin Conference in 1878 many
    inhabitants from Sandzak joined their fellowmen in their
    resistance against those who were occupying their country.
    Later, in 1882 many of them joined the uprising of Bosnians
    and Herzegovinians  for the liberation of the country.  In
    the events that followed 30.000 volunteers from Sandzak
    expressed their readies to come to Bosnia and help in the
    struggle against the annexation of Bosnia in 1908.
    
    Expressing the will of Bosnian people the representatives of
    all Sandzak cities adopted the resolution during the Sjenica
    Conference in 1917 in which they confirmed the undoubted
    desire to become part of Bosnia and Herzegovina, from which
    they were illegally and against their will separated because
    of bargains between the great powers. Through the
    organization called "Gajret" similar resolutions were
    adopted before the breakout of the Second World War, as well
    as in 1941. During the Second World War the Antifascist
    Council of Sandzak expressed its desire for the autonomy of
    Sandzak.
    
    The participation of the part of Bosnian people originally
    from Sandzak in the defense of Bosnia and Herzegovina during
    the aggression from 1992 to 1995 was of crucial importance
    for the survival of the Bosnian state and of Bosniak people.
    History will undoubtedly prove this.
    
    During all the bloodshedding and unjust wars against the
    Bosnian state and Bosniak people, the homes of Bosniaks in
    Sandzak were always open for those who were expelled from
    their homes in Bosnian provinces.  In 1878 they received
    more then 150,000 refugees in these homes. Many of them
    continued their trip from Sandzak, while considerable number
    remained to live there. The same situation was repeated
    during the cruel wars from 1941 to 1945 and from 1992 to
    1995.
    
    During all this time in Sandzak, as in other provinces of
    Bosnia, the spirit of life together and tolerance toward
    different ethnic groups, different cultures and religions
    was nourished. Thus, a considerable number of Serb and
    Montenegro people fought with Bosniaks for the autonomy of
    Sandzak.
    
    64.
    The Patriotic Party of Bosnia and Herzegovina believes that
    in its struggle for power the ruling party has abused the
    feelings and desires of the Bosnian people living in
    Sandzak, proclaiming itself as the only  representative and
    defender of the interests of all the Bosniak people, leading
    the Bosniaks in Sandzak to an unbearable situation.  After
    the Dayton Agreement Sandzak was left at the mercy of Serbia
    and Montenegro, in other words it is regarded as an internal
    problem of the Federal Republic of Yugoslavia.
    
    65.
    Having in mind the objective historical facts and according
    to current international agreements and resolutions of the
    Security Council and  the United Nations Resolution about
    human rights and respecting the principle of not altering
    borders, the Patriotic Party of Bosnia Herzegovina will
    support the resolution of the Sandzak issue as an autonomous
    province within the Federal Republic of Yugoslavia, where
    they will grant Bosnian people all national, cultural and
    religious freedoms and rights. Bosnia and Herzegovina will
    be regarded as the original state of Sandzak people and they
    will achieve their rights in Bosnia, in the same way Bosnian
    Serbs and Bosnian Croats do so in Serbia and Croatia
    respectively.
    
    66.
    We strongly oppose attempts of certain parts of the
    international community to equalize Bosnian people expelled
    from Sandzak with expelled Croat Serbs. Bosniaks left
    Sandzak and went to third countries because of terrorism,
    while the Serbs from Croatia, after armed rebellion against
    Croatia as their own state, came to Bosnia as aggressors.
    
    
    XX 
    
    International Relations
    
    67.
    Bosnia and Herzegovina should be developing its relations,
    economic development and defense strategy as part of global
    political and economic relations within free and democratic
    associations of the world, especially as part of South East
    Europe.  Relations with neighboring countries should be
    developed only after precise definition of the dissolution
    of former Yugoslavia and after determining the character of
    the war on these territories. Since  Bosnia and Herzegovina
    was the victim of aggression it should have privileged
    position during the process of  estimating of the war
    damages that the aggressors must compensate.  We will
    support the principle of not altering the borders, the
    principle of equality and non interference in internal
    issues.
    
    XXI 
    
    Inter Party Cooperation 
    
    68.
    The Patriotic Party of Bosnia and Herzegovina will develop
    cooperation with  democratic political parties from the
    country and abroad and support the establishment of the
    Patriotic Front that should develop into a movement of all
    patriotic forces, which will struggle for the reintegration
    of the entire territory of Bosnia and Herzegovina to
    establish an integrated political system, all with the
    objective of establishing  Bosnia and Herzegovina as a
    sovereign and undivided state, within internationally
    recognized borders.
    
    Only this policy can save the Bosnian people from
    destruction, which threatens them because of the
    nationalistic ideologies of the neighboring countries, which
    desire to divide  Bosnia and Herzegovina.  The neighboring
    countries declare that they respect internationally
    recognized borders of our country, while at the same time in
    practice they use the excuse of protecting their minorities
    to achieve the goal of secession.
